ICGC25k: Update documentation to include Azure Repo

This ticket captures the work required to update documentation once the Azure replicated data set is indexed and becomes available to users within the ICGC DCC portal.

Downloading Data Updates

https://docs.icgc.org/download/downloading-data/ needs to be updated:

• New section for "Azure Repository"
• New sub section for "Prerequisites" and "Download Data Instructions"
• We will need to be sure to specify that the data can only downloaded within the Azure context.
