Provide a docker container setup that builds the module on platforms with recent Apache httpd versions and runs the test suite. Debian sid would be the first candidate.

I did this for mod_tls and some tweaks to query more apxs variables were necessary to catch the proper platform install locations.

Implemented with release v1.15.22.
