Thanks for the report and sorry for the late reply. Does this issue still exist in 2.0 and did you try enabling the "Other: Disable all technology requirement changes" mod startup setting

Belive to have tried all i could in 1.1 but nothing helped and for 2.0 i haven't tech unlocked to try so i know that one all i can say i have the issue in 1.1
