This pull request encompasses a number of changes made in the process of migrating to WSGI. Thanks to @rpanah's wiki entry. This pull request also changes the ASN lookup to use maxmind, closing #83, updates views.py for pep8 compliance, and adds the ability to pull the database config from another file.
