server.iclab.cs.stonybrook.edu:8082 not reachable while connecting to some endpoints #220

For example, while using hma config file "107.167.81.130.ovpn".

Using https://130.245.145.7:8082/meta doesn't work neither.

But ping 130.245.145.7 or ping server.iclab.cs.stonybrook.edu works.

Looks like port 8082 is blocked.

https://server.iclab.cs.stonybrook.edu/accounts/login/ is reachable, so port 443 is not blocked.
