what about making a version of Wii64,which autoboots a specific rom.
the rom could be called autoboot.z64 ( or *.n64 etc.)and be in the same
folder as the boot.dol
Like that you could have the games themselves in the HBC.
Or you could make LEGAL channels for them.

I ditto that idea. Another possibility would be a history file, where it 
auto-load the last ROM you launched when previously used Wii64
