Create Phing Build #9

Use phing to automate the pear build process.

  1. Reparsing the data into the local sqlite db
  2. Remove build artefacts from previous build.
  3. Fetch my pear channel.
  4. Build pear package.
  5. Push to release
  6. Run unit tests.
