Migrate CPS contracts from old repository to this repository
Why it needs to be done
Currently the development pipeline is split between two repositories unnecessarily. The old CPS python contracts also need to be removed from this repository
Acceptance Criteria
[ ] Move the code in the cps_java_contracts repository into a folder called contracts in this repository
[ ] Ensure that the java contracts are able to be built from the new location without any changes
[ ] Ensure that the java contracts are able to be deployed from the new location without any changes
[ ] Ensure that no vital code is contained in the CPFTreasury, CPSTreasury, cps_score, or other appropriate directories. If it is in there, re-factor the codebase to move it to an appropriately named new location
