Fail to vote proposal being a Validator (ValidPrep) #111

Describe the bug As a validator, registered in a CPS should get an access to vote on a proposal. It's failing so.

To Reproduce Steps to reproduce the behavior:

  1. Go to CPS
  2. Validator not being shown as PREP

Expected behavior Registered Validators should have the ability to vote on proposals or progress reports. The validator wallet should be recognized as a main prep or sub-prep during the voting process. Validators are snapshotted at start of the Voting Period.
