Should we automatically resubmit accepted projects that couldn't receive funding? #15

Sounds like their reasoning is that they no longer wanted to work on the project after waiting a couple months for their proposal to get bnUSD allocation. Maybe giving a full refund and making them resubmit every cycle is a better idea?

After thinking about this more:

No - we should not automatically resubmit as projects don't have the ability to change the content of their submission if auto-resubmitted. Accepted projects that don't receive funding bc a small treasury should get a full refund on their application but be manually required to submit their proposal again next application period.
