The CPS ownership should be further decentralized to encourage better methods of project incubation, including project targeting, project feedback, and development participation. This should include at least one regular meetup per quarter and more focused methods for project feedback. This should be done in conjunction with improvements to the User Experience, but it should be mostly focused on establishing non-development goals
