Convert hex string of return value into an int

• Value type such as T_INT, T_BIN_DATA to an int.
• For instance, fields as version, value, stepLimit, timestamp, nod, nonce, status, txIndex, blockHeight, cumulativeStepUsed, stepUsed, steep price, and logsBloom seems in scope.
• Especially, timestamp and nonce should be checked by the version. If the version is 3 and above, it converts into an int. If 'version' field is not there or version is 2 and down, both of data type should be int. In other cases, it will raise the exception.
