Layers issues

WIP list for working through and validating issues with the new Layers panel. Current PR is here: https://github.com/icosa-gallery/open-brush/pull/289

• [x] ~Models always spawn on the main layer~
• [ ] Undo doesn't correctly remember stroke layers (this is partially fixed at least. Needs more testing)
• [x] ~"Clear Layer Contents" ignore widgets~
• [x] ~"Squash Layer" ignore widgets~
• [x] ~Export only exports strokes from the main layer~
• [x] ~Check that select > delete original layer > deselect does something sane.~

@merulaxr - I can't reproduce item 1 "Hidden guides on a different layer are still selectable" - I do get a highlight outline but I can't select them or interact with them in any way. Is it the same for you? Who reported it initially?

Ah sorry should have been more specific, showing the outline is all that happens! Rosie mentioned it, but i believe it's the same thing @zandyxr reported happens regardless of layers!

Rosie's camera paths somehow got stuck on the selection layer (2.7.0 Desktop)

Any hints to reproduce?

I think it might have been while moving things between layers, I feel like i might have seen a similar bug a while back moving strokes between layers and the strokes get stuck on the selection layer?
