Clarify required endpoints - master branch #132

Removed TODO (still in draft stream).
Removed "The following list of API endpoints should be supported", because that seems wrong, or confusing at best.
Moved 'singular noun' sentence down because it seemed out of place, and added missing account.
Reworded the metadata endpoint sentence.
Added section on 'Required and Optional API'. There is some redundancy with the metadata paragraph, but I felt it was appropriate.

Cherry picked from commit f06a9609886db732f5523453f0d5eb7886cb2e6d and followup fixes leading up to 61e5ae0b03686d6161a6c6d7dc97e2a.

This should be a clean application of #130 to the master branch.
