non revenue images not displayed at wacclim server

1. Rename wsd_bill_con from "Volume of billed metered consumption" to "Volume of billed authorized consumption" (see screenshots)

2. Rename also in Tier A "Volume of billed metered consumption" to "Volume of billed authorized consumption" (see screenshots)

3. Replace the Figure on the page about about non revenue water If possible with a different figure depending on the selected language or all figures at the same time:

   • English -Spanish
   • French

4. Add the reference to the above figures: Lambert, A. O. y Hirner, W., Losses from Water Supply Systems: Standard Terminology and Recommended Performance Measures. International Water Association, 2000.

One question though; The tables (images) on the “about non revenue water” page is only shown on the test server but not the wacclim server. Will this be fixed with the next update?
