Error: the tools version 2.0 is unrecognized. Available tools versions are 4.0 (msb4132) #809

Hello, I downloaded an open source project, and when I tried to compile it , I got that error. I tried to add to projectName.csproj --msvs_version=2013 But then I got an error: project is configured as a dll and no execution command is specified. Thanks a lot Hthrhthr12
