EPICS_BASE/startup directory isn't in INSTALLATIPN_LOCATION if TOP != INSTALLATION_LOCATION #2

If ${INSTALLATION_DIRECTORY} is defined, the final location doesn't have ${EPICS_BASE}/startup directory.

Since the patch will be shown not ESS EPICS base now, so I have to find the work around until then, because PSI require module needs to run EpicsHostArch.pl in startup directory.

Implement with # 586a1bd , should be tested with e3-require soon.
