We should remember to implement the similar patch when we introduce any new EPICS BASE in stead of 3.15.5. See the reference at 393981c

We need the bug patch for BASE 7.0.3, because the community doesn't provide the individual patch files now. https://github.com/icshwi/e3-base/tree/master/patch/R7.0.3
