EPICS base bug monitoring #8

Due to keep the EPICS base number "static" for ESS, I have to monitor the potential bugs after the static release (For example 7.0.3). If the community will release its bug patch for the static version, we don't need to monitor them. However, if not, we need it. So this is the place holder for monitoring activities manually.
