Incorporate changes for 1.2.3 #174

Overview

This pull request addresses some recently raised issues found in import. Specifically, the changes include:

Add several changes to enable handling of epoch for all terrestrial measurements, which closes #173.
With the above changes, this fixes #170.
An updated User's Guide.
Updated version number to 1.2.3. This pull request will form a new version, and incorporates pull request #172.

Thanks to @Ibaran73 and @nicgowans for raising the issues, providing sample files, and undertaking testing.
