Create a file containing a list of all contributors #9

In #7 the README for that component of the API originally contained a list of contributors. There's nothing wrong with that, but it would be more cohesive to have all contributors listed in a single document, and have READMEs be limited to documentation.

(This issue is really just here to remind me to actually do it after refactoring that README.)
