Add errors handling when consulting tarification for cares with anato… #42

The goal of this PR is to handle the errors when consulting tarification for cares with related services and/or anatomy inside the tarif endpoint. The current behavior handles already several errors but I added the one which are not present based on the following documentation: Codes erreur Tarif - Verwerpingscodes Tarief - V1R1 (1).xlsx

Moreover, I fixed a small behavior to handle errors when the xpath is truncated by IO's in the error url ( which is precsiely the case for thoot number missing when consult tarification).
