Convert Bugzilla bugs to Github issues #2

https://chess.eecs.berkeley.edu/bugzilla will be retiring, so we should convert from Bugzilla to GitHub issues.

One difference is that because the ptII Bugzilla bug numbers are non-contiguous, I modified the script to handle this case.
