new to have the new permission group guest

maybe at dataset manager can have public / guest / private

for guest can view the dashboard only

guest need to be registered by the administrator

add a form for people to apply and become a guest user

FYI current access control in IDA Framework access control: Guest(public) > Entity User > User > Dataset Admin > Super Admin

how to create a Guest User ? but there are also datasets that even Guest User cannot view like Development and Human Resource. If we added Guest to Public / Private in the dataset permission, then it will be easier for the Administrator to control permission

Looks like dataset permission public/private is insufficient Now dataset need to assign minimum permission: public, guest, user, admin

MOF also have asked user need to access all reports in all datasets (read-only permission).
