report: change default decimal places from three to zero

change the default number of decimal places to zero (from three).

can add as a parameter in the dataset manager

this default option will make report with million in unit gone awkward (eg. RM million 0.01= 0)

perfect decimal default values placement is inside: Dataset Manager
