navigation : tree menu: for guest account only display the dashboard #70

for a guest account user, only need to display the dashboard leaf on the tree menu. no need to display the reports and news leaf.

for a person who log-in as a guest, on the tree menu:

  1. only display dataset set as public and guest
  2. only display the dashboard for the public and guest dataset
