[TASK] Implement ability to use CSV files as data generators

This request has been in the works for a while. It has been often asked.

Describe the solution you'd like

Users should be able to specify static CSV files to be used in place of SyntheticHistory ROMs in HERON.

This review should occur before any development is performed as a response to this issue.
