[TASK] HERD should be able to import Static Histories #237
Is your feature request related to a problem? Please describe.
To conduct a test for HERD running the nuclear case flowsheet in DISPATCHES, we have to import data from a JSON stored in the DISPATCHES repository that was generated from ARMA data. This requires importing data mid-run through very specific methods, when HERON already allows the user to import static history data through a CSV file.
Describe the solution you'd like
HERD should be able to import static histories through a CSV file specified in the DataGenerators node within a HERON XML input script.
