[DEFECT] RampFreq test not being run

Defect Description

Describe the defect

The RampFreq test (HERON/tests/integration_tests/mechanics/ramp_freq) should be run.

The test is not being run by run_tests.

The cause is a lack of a tests file in the ramp_freq directory. Such a file needs to be added.
