TIL: sphinx supports linkcheck that tests all external links. I think this should be part of the documentation tests.

This is on hold for full implementation due to a "bug" with anchors and PDFs in linkcheck: https://github.com/sphinx-doc/sphinx/issues/11041

This bug fix was shipped with Sphinx 7.4.0, which is now available.
