Add reference to Numjuggler in JOSS paper #433

I just came across the repo Numjuggler: https://github.com/inr-kit/numjuggler?tab=readme-ov-file. We should probably mention them as well for a possible alternative in our JOSS paper submission.

We should also discuss PyNE. I'm thinking we discuss the more developed ones, and then just make a bullet list of the less complete ones and just say they don't have the same features.

This needs to be completed to complete PyOpenSci. Do you have time for this @tjlaboss in the next few weeks? I know you are pretty hosed right now.

How in depth do we want to go? It might be appropriate to give a blurb for each one, or we could just add the names.

Adding the names is easy and can be done today. Giving a bit of description of their capabilities will take longer, and that is a task we could divide up.

I started something like this in #573. I think slightly more detail than that is probably appropriate?
