Migrate to read the docs #593

With release of 1.0.0 it would be a good idea to keep past versions' documentation available. Read the docs handles this nicely. So I would like to investigate if this would be worthwhile.

https://pydata-sphinx-theme.readthedocs.io/en/latest/user_guide/readthedocs.html. This would require moving the links to the 0->1 migration URLs.
