GitHub Linguist Improvements #130

Reason

GitHub Linguist currently is not correct for the TMAP8 code base:

Input files are incorrectly identified as SWIG and Assembly,.C, and .h files are incorrectly identified as C instead of C++, and documentation files are not ignored for the purpose of source code statistics.

Design

Add a .gitattributes file to tell Linguist the proper categorizations of TMAP8 files.

Impact

No impact to TMAP8 simulations. More accurate and less confusing repository statistics.
