Broken Threads testing #16

Bug or Failure Description

TMAP8 devel branch testing is failing during threads testing on test ncp-lms.diagonal_lm_ncp_nodal_amg, which fails to converge on the 5th time step out of 10 desired for the test. See CIVET output: https://civet.inl.gov/job/877267/

Steps to Reproduce

Build current TMAP8 devel branch, and run tests with command

Elevated importance. Devel is broken, so updates cannot be merged to the master branch until this is fixed.

@lindsayad This seems to have broken about 4 days ago, and I just happened to notice it on my CIVET dashboard. I have a quick fix for this incoming.
