Move NEML2 to MOOSE #379

Reason

We need NEML2 in applications beyond Blackbear. https://github.com/idaholab/moose/issues/26450

Design

Remove NEML2 completely to ensure the MOOSE PR is passing.

Impact

Make this capability available to a wider set of applications.
