Adding static initialization, stiffness damping, and HHT to isolation… #383

… systems. Closes # 382.

Adding damping and HHT integration to isolation systems. Will now be able to have static initialization, stiffness damping, and HHT when using isolation systems. Will help with reducing noise in the vertical direction.
