Enable Additive Manufacturing Modeling #15795

Reason

Modeling of Additive Manufacturing (AM) processes has been an active area of research. INL supports many research projects in this area that include both experimental and modeling work. Adding this capability into MOOSE would be beneficial for these existing and upcoming projects, and expand our user base.

There is an application called Valhalla that is comprised of AM needed material models and tools so I suppose most of the AM related work will be put there. The current plan is to put part of the Valhalla code which is fundamental and could be used by a lot of users (such as #16008) in MOOSE. But I am not sure if this is adequate to create a module for

@jiangwen84 what do you think about creating an AM module?

I guess eventually we will have a AM module in MOOSE. Alex, do you think if there is any export control issue with creating an AM module in MOOSE now.

For now it might be better to have the AM staff in Valhalla, and then we can easily move them to MOOSE when everything gets sorted out.

I don't recall any of the section 8 questions referring to additive manufacturing, so I think it could probably be open sourced. We would have to create a Software Disclosure Record (SDR) for it
