Description of issue:

Build a Mesh that will exist in the pin location center line.

Rationale

We want to couple subchannel to Bison and we need that mesh to interface with Bison.

Identified impact

An auxiliary variable i.e the surface temperature of the pin will be calculated using the fluid temperature of neighboring subchannel and heat transfer coefficient.
