[TASK] Allow specifying things to add when mamba is installed in dependencies.xml

Issue Description

Sometimes, it is useful to add things to the mamba install. For example, on windows, fmt version 10.1 works with mamba, but version 10.2.0 doesn't. Also sometimes it might be better to install a specific version of python with mamba.
