[DEFECT] problem with installing lapack on arm machine

Defect Description

Running ./scripts/establish_conda_env.sh --install

results in:

Could not solve for environment specs
The following package could not be installed
└─ liblapack ==3.9.0 20_osx64_openblas does not exist (perhaps a typo or a missing channel).

on a M1 mac.

Steps to Reproduce

Install on an M1 mac with arm miniconda.

Expected Behavior

Install to succeed.
