Create FEOL Classes in OpenROAD #213

Add FEOL classes in OpenROAD. OpenFASOC uses OpenROAD heavily for AMS design. To extend usage of OpenROAD to more customized layout generation of the designs, it would be necessary to add support of FEOL (Front End of Line) layers in OpenROAD. It could potentially use the odb format to store this information and eventually create shapes for active and passive devices.
