Fixed link in Run in Colab Changed run directory to be able to import glayout.

I think we should consider releasing this to PyPI. Do you have experience in this? @harshkhandeparkar @alibillalhammoud

No, I don't have any experience but I guess we'll have to create a workflow for releasing on PyPi. In either case, it would be better to separate the library into a new repository and only keep the opamp and tapeout/RL parts here.
