Improve Encoder design #64

Work on tryig to improve the resolution of the encoder wheels. This could include making more holes and/or increasing the size of the wheel.

Where now at the point of diminishing returns, if we increase the resolution, the wheel slip is enough to counter any more gain. We should close this issue.
