Problem:
For policies that are not canceled or terminated, Carrier Portal uses the "Submitted" status for policies that run through the end of the plan year. If the policies were reinstated, they would show as "Resubmitted"
Solution:
For policies in a prior plan year use the term "Expired" (consistent with EA)
For policies that are in a current plan year
use "Active" for Submitted policies
user "Reinstated" for Resubmitted policies
