Preferred Call Type - priority by scheduler #717

Having a voice plan as 'unlimited evening and weekend', I think that it will be 
useful to have an option to establish the priorities SIP vs voice plan between 
hourly / daily ranges. During the day SIP will come first, but evening voice 
calls are still clearer and with less delay...
