The external icon URL imageUrl is only used by NSI but no preset.

https://github.com/openstreetmap/iD/pull/10254#pullrequestreview-2098843412 suggest that presets and fields should always use icons that are part of one of the icon packages.
I think we should update https://github.com/ideditor/schema-builder/blob/main/ICONS.md#imageurl to clarify that this field is only meant to be used by NSI so there is no confusion about this.
