allow svgrepo as a source for icons #60

Suggestion by @westnordost from https://github.com/openstreetmap/id-tagging-schema/pull/478#issue-1254542450:

For the future it would be great to allow svgrepo.com as an allowed source. Most vector graphics are CC0-licensed. E.g. necktie icons (for suits store).
