For the tools apmsconverter, ifconverter and crisprconverter write out meta data file about treatment, cell line, gene set to a json file in the respective output directories. This file also should be registered with fairscape

Please pick a file name. Some ideas: metadata.json, dataset_info.json?

Once the file name is decided put it into cellmaps_utils.constants.py
