Require explicit listener for /live/song/beat #20

Rather than automatically sending /live/song/beat to localhost, add a start_listen endpoint. Also means that any IP could register to listen for beat events.

Start listening for beat events: /live/song/start_listen/beat
Beat events will be sent to /live/song/get/beat
Stop listening for beat events: /live/song/stop_listen/beat cc @Coupe70
