Support for The Littlest JupyterHub 1.0.0 #113

Starting with The Littlest JupyterHub 1.0.0, the JupyterHub requirement has been upgraded from 1.* to >=4.0.2,<5 https://tljh.jupyter.org/en/latest/reference/changelog.html

This is a constraint on cdsdashboards as JupyterHub higher than 1 is not supported.
